Abstract:
This study sought to assess identified cost influencing factors which influence procurement
cost in public education and training institutions and explain how value for money is impeded.
Its specific objectives were to analyse and assess the relationship between:
• Emergency orders and procurement cost;
• Effective communication and procurement cost;
• Poor specifications and procurement cost;
• Corruption and procurement cost;
• Poor documentation and procurement cost;
• Untimed deliveries and procurement cost;
• Procurement quality and cost; and
• Procurement procedures and cost.
The study was done in 40 selected public and training institutions in Tanzania. These included
public universities, colleges, vocational training institutions and secondary schools. The study
used a cross-sectional survey of some randomly selected public education and training
institutions. The main reason for using this research design was to draw conclusion from a wide
coverage of respondents since the research involved weights and ranks of factors.
